Ability Net - A leading authority on accessibility. Provides training and equipment to people with disabilities and consultancy services to businesses.

UAWG - The Usability and Accessibility Working Group has been established to create an accreditation scheme to identify qualified designers. The site also has information on accessibility and usability.

Regulations

Web Content Accessibility Guidelines 1.0 - This is the current standard for accessibility on the internet developed by the Web Accessibility Initiative of the W3C. While version 2.0 is in development and should clear up some confusion, 1.0 is the basis for most legislation around the world.

Disability Discrimination Act (UK) - The UK legislation making accessibility a legal requirement.

Section 508 - The U.S. legislation making accessibility a legal requirement for all government websites, sites receiving government funding and sites doing any sort of business with a United States government organization.
